aftermarket wheels...

Seems the fellow that owned my 4kq believed the all wheel drive was 
the same as 4X4, all four wheels are damaged. I found some really 
nice rims finally with the correct fitment and now the problem is as 
follows...

My lug bolts will not seat..
Their lug bolts will not fit..
their solution is to put lugs on the hub and fit lug nuts to these..
they are placed from the front with hex wrench until firm (not tight 
as this puts them out the rear of the hub)
Is this common..?? Is this SAFE????  Should I have the originals 
repaired..( Rennsport Atlanta   110$ a wheel  guaranteed...to look 
perfect..)  Help....
