I hate to start a thread, but after driving in Europe for 17 
years, I have to say that Day Time Running Lights are one of the 
best ACTIVE safety "issues" ever introduced (law and required in 
many European countries and I think Canada).
The chance of spotting a vehicle is greatly increased, in all 
type of weather and conditions. May studies (abroad) have shown 
this.

During the oil crises in early 70ies, there was in Sweden some 
discussion about "wasted energy" when driving with your 
headlights on all the time. Fact is that the change in fuel 
consumption is "neglible" and if waste of energy is an issue, 
change style of driving or simply, take the bike or walk.

Nowadays, too many drivers rarely put on their headlights, even 
when the driving/weather conditions REALLY so demands.
I'd simply say, "Turn "em On"!
