At least in Europe they don't have those annoying GM-Saturn DRLs.
I agree that in bad weather (rain, snow..) lights should be on.
Studies abroad were conducted in northern contries like Sweden where
DRLs are needed because of short day light hours. In sothern
European countries and US (excluding Alaska) they are simply not needed.
About energy - fuel milage loss per car maybe small. But if everyone has
DRLs.... it quite large.

So you think we have our turn signals on all the time too, just because
so many people never use them to signal their turn???
