It's a wrong solution for the right problem. The problem is the
(physically or mentally questionable) people we allow to pass to hold
driver's license, and drive with rest of us on the street. "Best active
safety issue" indeed -- GM is promoting it like there's no tomorrow.

Yes, the chance of spotting is greatly increased -- but mostly by the
wrong group of people you wanted to be spotted by, at least in U.S.

Yes, those people are annoying. I propose one of those Noid Alarms (TM)
used in Japan. Instead of hooked up to the speed sensor like they have in
Japan, I'd say one should have one hooked to a photo sensor. When certain
low light level is reached, the alarm sounds until the light is turned on.
