Yes, this is almost certainly true. States do not like the lost use tax (aka
sales tax) on new cars brought in from out of state.

This may not be a problem. My '96 A4Q purchased in New York meets CA
emissions standards -- at least according to the EPA sticker under the hood.
I'll know for sure in a few days when I get it registered in California.
I don't know for sure, but I'd bet that all US A4's are certified for all
50 states. (It may be not be the case -- NY, MA and CA emissions all show up
as zero cost options on the sticker -- other states could be different.) To
be sure, take a look under the hood of one at the dealer in Atlanta and make
sure the magic word "California" appears on the emissions sticker.
