I'm assuming that the problem is noise, and not the mechanical makeup of
the exhaust system?
AFAIK, SCCA rules won't hold water in court. They are applicable _only_
_during_ sanctioned events. I would be very surprised if any judge would
take SCCA rules over the motor vehicle codes.
In any case, there is no *specific* dB level specified in the Solo I and
II ('96) rulebook. Section 3.5 only states the muffler must be adequate,
and that the criteria of adequacy is determined by the event chairperson.
You will have to look elsewhere, like the Pro Rally CGRs.
FWIW the question of noise level is serious enough that most events
(non-track) have limits around the 90-110 dB range; sometimes less. In my
former region we measured this perpendicular to the direction of travel
(both directions), at a distance of 50ft, with the car at full
acceleration.
Your best bet is to research the local vehicle noise limits and how they
are measured. Then have the car measured and verified by a shop. Of
course, since you have a Supertrapp, I assume you know how to reduce the
noise by changing the number of baffles?
IMHO you have a couple of things in your favor. Did your citation specify
an actual dB reading? Gee officer, how loud is "noisy"? Also...I don't
believe that dB meters are standard department issue. Rather subjective
wouldn't you say?
HTH, & good luck
