No, possible and even true.  The 1.8 TDI 20V does produce 150 hp,
compared to the 1.9 TDI's 110 hp.  However, it's down in torque from 235
Nm to 210 Nm (sorry, no conversion table handy).  The torque curve is
still flat as a tabletop.

The horsepower increase is made possible by improving the high-rpm
breathing capabilities of the engine and thus extending the torque curve
upward.  As I recall, the 1.9 TDI's torque curve starts dropping off at
3500 rpm, so the 1.8 TDI 20V would need to get to close to 6000 rpm
(given 10% lower torque and some dropping off in the curve) to generate
the 150 hp.

Impossible?  No, just Audi.  :-)  Remember -- "Vorsprung durch Technik"!
