Whole raft of things.
 
I would start with the fuel injection system - get the system and control 
pressures measured and get a flow test done on the system and the injectors.  
Then a general health check, e.g., look at the fuel filters, air filter, check 
the static timing, rotor arm, etc.
 
More specifically, I'd check the full throttle switch (which is a slight 
misnomer, as it actually comes into play at quite modest throttle openings).
