Any Air Force engineer with access to a microwave transmitter that they
won't miss. It's along the lines of squirting microwave signal back at  the
gun to confuse it. 

Anecdote goes that a cop here in Oz decided to get a reading on an
F-111 doing low-level passes with his hand held (Falcon) I think. F-111
computer decided it was a missile lock and responded with electronic
counter measures which basically fried the gun in the cops hand.
Don't know the accuracy of this story but the jammer works the same
way with less power. They are however illegal as far as the FCC are
concerned.

Problem is that the officer operating the gun (unless he is a complete
moron) will be able to identify this and might pick you out for it. Depends
how much training/experience he has (and if they can find the device).
