What the officer did is ILLEGAL in Ohio and NC.  In order to stop you at 
night, they must have at least the parking lights on.  ESPECIALLY if they 
are moving.  I would give him a ticket just for driving w/o his lights.  
How dangerous is this!!!!!  Fight him in court!!!!!
