...plain normal factory spring which gives around 1.4 bar.

Only getting 1.2-1.3 indicates either your guage is bad or some other
sensor is preventing the computer from raising boost, or the wastegate
frequency valve has died/is mis-plumbed.

A wastegate spring would 'fix' any of these problems.
