That is indeed correct ... disconnecting just the battery still leaves the
airbag armed and ready to deploy.  Since I have replaced my airbag steering
wheel with a MOMO (thus killing two birds with one stone: fitting a better
wheel AND removing the "safety cannon" pointed at my chest!), I was tempted
to remove this and all of the related ancilliaries as well but decided that
leaving it alone would make my life easier if/when I sell the car.
