Yeah, in a civilian to civilian contest that is usually true.  "Your Honor,
the accused felon had no brake lights, no taillights, was speeding and
swerving, and reads immoral literature...."

An old girlfriend of mine had to pay $1000 to a guy on a motorbike she
"caused" to wipe out by tapping her brakes to get him to back off.  Why? 
She told the officer at the scene what she did.
