Resitance for warm up valve on 86 5kcdt?

My Haynes manual suggests that the resistance across the contacts on the
warm up regualator on cold engine ( less than 86 degrees F or 30 degrees
celcius )should be at least 20 Ohms.  Mine is getting 10 volts but has a 10
Ohm resistance at around 65 degrees F.. Is the Haynes correct on this and
therefore I need another warm up valve.?
