Mine was non-functional when I bought my car.  I pulled the electrical 
connector off the vacuum pump in the trunk to test it.  It passed all 
tests and the door worked after I plugged it back in.  I suspected a 
bad connection.  The second time it stopped working I used ProGold on 
the contacts and reconnected them.  Since then it has continued to 
work.
