Its restricted to the trade (SMT etc) because they want to make as much money 
as possible (to put things bluntly). Basically the same reason why a new car 
costs more in the UK than the same model does on the continent.

I've got an old copy of Glass's guide around somewhere (liberated when I 
changed jobs some years ago) it contains some warning about not letting the 
general public see it etc. It probably gets issued after taking a Masonic type 
oath containing warnings about what will happen to your testicles if you 
reveal any of the contents.
