Things to check:
1. Handbrake cable sticking.
2. Handbrake mechanism on caliper sticking (very common).
3. Calipers binding and not sliding properly on carrier.
4. Rust buildup on carrier and pad backing causing pads to stick.
5. Hydraulic problem.
