AC, no AC

My 89 100's AC system is crazied, along with outside air temp sensor.

When outside temp indicator registers a bizzare temp (most of the time)
i.e. 140F when actual temp is about 85F, the AC refuses to answer the
call (no sound/feel of compressor engaging).  

When the outside air-temp indicator acts somewhat normally (rarely) the
AC works like a charm.

I'm still waiting for shop manuals from rb, so any interim help/guidance
would be appreciated.
