Common problem.  New switch is about $150 minimum, much more at local
Dealer.  Linda at Carlsen quoted one at $130 several years ago.  Repair is
very much a PITA and very tricky.  The problem is a very small piece of
plastic inside has cracked and this plastic bit is not sold by itself.  The
switch is riveted together and not intended for disassembly.  You can take
it apart and then reassemble with screws.  Repeat...very much a PITA.  Used
switches can sometimes be found, have heard prices quoted ranging from $25
- $70.  Many in the junkyard are also broken.

CHEAP FIX...wedge something behind the stalk that will hold it forward.
Try a piece of very dense foam rubber.  This works best in areas where the
need for hi-beams is low.  You could always pull out the wedge when high
beams are needed.
