VW 1301

I need to trouble shoot my  fuel gauge and the Bentley manual mentions a tool called VW 1301. It looks like some sort of variable resistor or Potentiometer. I looked it up in the Zelenda Tools Catalog and they listed it for over $200.00. 

Question: Has anyone had any experience with this tool or more importantly fabricating their own.

The Bentley manual says to set the tool to a number on the dial, it would be easy if that number was the actual resistance, but some how I don't think it is. If it was then you could just get a POT to do the same thing.
