Yes, I would say so.  If they can promise to install all of the
appropriate
equipment properly in proper place, this is not bad.  This involves
a lot.  I converted my 77 Scirocco and that was nothing compared to
your project.  I am assuming that the $400 plus your auto includes 
the 5 spd and is not in addition to buying that and all its parts.
