Hey Paul,
Just did same thing on a 91 100FWD. Checked and found no vacuum leaks.
Replaced with a known good column switch assy. No change. I put the
car on stands and run it so I could watch the vacuum dashpot pull the
accelerator line. I did, but as soon as I released the set switch
dashpot lost vacuum and engine lost speed. I pulled the pump and
plugged the line to the solenoid controlled vacuum release that is in
the pump, but separately connected. Then the system worked, though it
was unable to decrease speed without that valve. I checked the valve
electrically and determined that it worked and held vacuum. That left
the control module which I replaced and all is well. Several people
posted available modules. I paid $25 for mine from ScottyBoy.
