I have one deer hit, some amazingly close misses and other not-so-close
misses with running and leaping deer here in rural Chester County, PA. 
Am unaware of anyone in these parts who believe deer whistles do
anything beyond leaving sticky adhesive on your front bumper after they
knocked off or fall off.  Autumn is especially problematic, as male deer
are in "rut" and entire herds behave accordingly.  The best solution to
the problem, and it is of small comfort when zipping along in traffic at
highway speeds, is to take it easy when possible on deer-populated
secondary roads, especially at dusk when deer begin coming out for their
evening feed.
