This is pretty common.  The hose is for the PCV system and yes, the hole
will cause a vacuum leak.  It's possible that this is leaning out the mixture
enough to cause a lean miss...how do the plugs look?  See if the miss
goes away if you fix the hose first.  

Determining if the catalytic converter is bad (I assume it's not blocked or
making rattling noises) is best done by getting all of the engine's vacuum
leaks sealed, getting the mixture adjusted properly, making sure the
oxygen sensor is OK, and then measuring the tailpipe emissions.
