For what its worth, when I bought my '94 90CSQ this past July from a
dealer, they didn't have the valet key to give me. When I said I wanted
one, they said "No problem" and I got one. The key is as you describe: all
metal, oval head, with the 'Audi' logo.

So, they are available... Maybe your dealer just doesn't have any or care
to be bothered with making keys...

In case you want to call, the dealer I bought my car from was Brookline
VW/Audi in Brookline, MA, +1.617.734.2020. I don't know if they'd take the
info for the key over the phone, make a key, and send it to you, but its
worth a phone call to find out. I doubt they'd send you blanks, though, but
then, I'm probably more "security minded" then your average dealership
employee...
