You can have the best of both worlds here.  My drivers are switched through
a relay activated only when the high beams are on.  My foggers are actuated
with a switch which is powered by the parking light circuit.  (I can use
the foggers *without* the low or high beams.)  I have also a DPDT switch
which allows the foggers to operate with the high beams also by selecting
which signal source to use.  

This setup allows excellent vision on dark nasty roads without blinding
oncoming vehicles - assuming that I watch for traffic and remember to dim
'em.  But that requires rational thought and even some forethought so I
guess I can't use the lights that way.  :-(
