Tougher testing does NOT make better drivers, never did, and never
will.......Look at Israel, it has one of the toughest driving tests in the
world and also the highest accidents per capita .....
The connection between driving ability and tough testing is not as clear as
it seems; there are a lot of other factors, least of all the "toughness" of
the test. The driving test in WI is much ,much easier than CA, yet the
problems on the CA roads are far worse than WI, even if you take into
account CA's congestion...
