Hmm, I've never had that problem, and I also have a 3" exhaust.   What I 
have found though is that since the 3" pipe is such a tight fit through 
the crossmember, it doesn't take much deformation of the exh system to 
get it to touch the crossmember.   I have found that a big puddle, or a 
lot of fluffy snow will cool the bottom of the exh system enough that the 
whole exh system warps just enough to touch the crossmember.   After a 
couple minutes, the exh system heats back up, and the noise goes away.

That would work for my problem too, but its not enough of a problem for 
me to worry about it.

I wouldn't worry about covering the cat.   Start just ahead of the 
crossmember, an dbehind the back of the cat and go back about 12 - 18 
inches with your shield.   That should do it.
