These numbers mean that you have a problem.  Compression numbers should be
within 6% of each other.  Did you do the compression when the engine was warm
or cold?  You should do it when the engine is warm.  You should also do a leak
down test to help verify the compression numbers.

A leakdown test can help locate where air is leaking from.  If you can hear air
(with an auto steth) leaking into either manifold, then you probably need a
valve job.  If air is leaking into the block, you'll need to have the block
done.

It is probably not a head gasket if your burning oil.  Blown head gaskets will
usually cause the car to burn anti-freeze.
