What do these compression #s mean?

I've seen two of these. Both have involved small water leaks from the
waterways through the head gasket right at the back of the engine.
One guy did an engine swap, the other is still driving around moaning:
"WHY ME???"
Theoretically, it's a rebore and oversize pistons. And use a genuine
head gasket next time.
