Your points are all valid, but, SCCA is _very_ conservative and they don't want to have to argue a case - period. I'm sure that footage of the Euro rally-crazies is a very good reason that SCCA does not want Pro Rally to be spectator events, they make it a point to keep these events 'secret' or within very limited publicity bounds. Also, if potential fans are never even aware that events are taking place, how can they go to even find out if 'sitting in one place and watching the cars go by' is acceptable entertainment? I prolly never would have found out myself were it not for quattros in competition and personal interest in SCCA Flagging and Communications work.

I'm sure insurance costs are high, but the comparative fault of a
person squatting down on the outside portion of a 40mph gravel turn to
get a picture will be argued to be very high.  Some of the euro races
I have watched show fans that truly are insane.  

I think the problem with Pro Rally in US is no diff than the problem
with attracting fans to a motorcycle endurance race as opposed to
moto-cross.  For some reason, we like seeing the action entirely, and
constantly, not just as it flies by every now and again.  jmo
