'86 4ks hesitation/miss (1.8 4cyl w/CIS-E)

G'day folks,
It feels as if the ignition on my car is being shutdown for some
reason.  The tach will drop a few hundred RPM's for an instant and then
recover just as quiclky.  Sometimes when I turn the ignition on, the
Engine light won't come on and I don't here the fuel pump.  Activating
the starter will then activate the fuel pump (almost all the time).  It
happens hot or cold, high or low RPM's, and will sometimes completely
stall the car when it's at idle.

I've replaced the fuel pump relay with a known good part, replaced the
fuel filter (needed it anyway), checked the fuel pump per Bentley,
checked all the ignition components I could (coil, wires, etc), cleaned
and put Stabilant 22 on all the connections, relays, fuses I could find.

Any help would be appreciated.
