I did my belt/pulley 3 weeks ago.

The problem is that the retaining bolt for the idler pulley is offcenter.
It is only meant to provide clamping force to keep the pulley in the
recess that it sits in. The fact that the retaining bolt is smaller
than the whole allows creative means to be used to extract the pulley, but
as to why it is off center? I can't say. What I did was to freeze the
pulley (as another lister did), and gently tap it home with a rubber
mallet. You have to make sure it doesn't go in crooked. DON'T use the
retaining bolt to seat the pulley! Once it is seated with the mallet, then
(and only then) can you tighten the retaining bolt to recommended torque.
