speedo measure on 86 4000sq

My speedo measure on my 1986 4ks is 10% out. At 100km an hour it is
actually going 110 km. per hour.  The tires are 185 60 14, which would say
to me that the speedo would be on the low side rather on the high side.
Also the fuel gauge on the cluster says 60 litres.  It seems the 4kq has 70
litre tank?  Is this cluster from an older or 13 inch shod 4000 and
therefore the reason for the difference on the high side?

Is the gearing in the cluster or elsewhere to get in back in line.  Or if
the cluster is wrong, can a used cluster provide the fix needed once I get
the correct size 195 60 14 on there?
