Two of my current tyres are plugged, though it was done properly from
the inside.  We have new European regulations on the placement of holes
that can legally be plugged - they have to be a certain percentage of
the tyre width away from the sidewall, and no bigger than x.  All
garages now have a neat little plastic gauge.

Curiously, the effect has been to _increase_ tyre repairing.  A lot of
consumers are apparently saying that they didn't know it was even safe
before, but now the EU approves ...
