Exchange came with its own client at one point, although it works with a number
of other client programs. I think the client that shipped with the retail
version of Windows 95 was called Exchange; by Win95 OSR2 it was called Windows
Messaging, and since they've renamed the for-sale client to Outlook, I would
guess that Windows 98's client is called Outlook. Each program has the same
options, but in different menus, and so on.

So, try this (may not work):

  Start up your Exchange client program (is it called "InBox" ?)
  Go to Tools menu
  Select Services...

A "Services" dialog box should open

  Click on Internet Mail
  Click the Properties button

A dialog box titled "Internet Mail" should appear; in the lower half you should
see "Mailbox Information", three text edit boxes, and two buttons, one labeled
"Message Format...:

  Click the Message Format... button

A dialog box should appear titled "Message Format". It should have a single 
item with a checkmark box on its left; it should be described something like
"Use MIME when sending messages". It is most likely checked;

  Click the "Use MIME when sending messages" checkbox so that it is unchecked.
  Click OK to close the Message Format dialog box
  Click OK to close the Internet Mail dialog box
  Click OK to close the Services box
