In NY State the police frequencies are all in the public service bands
and can be received with the appropriate scanner and a knowledge of the
freq.You can "monitor" the radar checks and the "car to car"
conversations.License checks and vehicle stops.There are many requests
for the officer to contact dispatch via landline when security is an
issue.Believe it or not,in NYS,the only state agency with radio
encryption is the Dept.of Enviromental Conservation (Game Wardens).
Last year I listened to the NYSP during a hostage situation in the next
town,including the request for a six-pack of BUD (for the perp I hope).I
am sure there are some "tactical" freq's that are used that the public
can't receive.But for the most part,regular day to day communications
are not encrypted.
