non-Audi question

Wife's car is a 323 M*zda - headlights are fogged to the point that you
look for the "Electricals by Lucas" sticker on them - the plastic lenses
are SO CRAZED that you need to shine a flashlight into them to see if the
headlights are on . . .

M*zda gets $175 per side, according to three used parts yards I spoke to
"They ALL do that".

Questions: Any fixes for this?

Is there a M*zda list so I can ask them?

This is obviously a safety related item - could this be callback material?
How do you report this type of thing to DOT/NTSB etc.? This car is a 1991,
and is in good shape but you can't see ANYTHING at night - and we thought
OUR Audi headlights were bad! Seriously, these things look like dying
fireflys, and that's AFTER brand new bulbs were installed.
