It's also an issue of "wholesale value" vs what the car is really worth
to it's owner, even extrinsically.  

The "wholesale value" has no way to account for a car kept in tip top
shape.  Even staying away from emotional factors there is the mostly
intrinsic factor of knowing how the car geos together.  Like when a nut
fell off my shift linkage, leaving me with no transmission control, I
knew how to put it into 3rd for the drive home (yikes!) by hand reaching
under the car.

If you're driving it, good lights are worth the $.  Same goes for tires,
brakes, seats (!), everything really.
