proportion? what proportion?

many thanks to the lister who posted that his metallic springy noise on the
rear of the car was the brake proportioning valve spring vibrating as it
moved. the noise echos throughout the car and the previous two owners had it
in to the dealer several times to correct the noise with the dealers comment
"no noise found". now that i've lubricated the spring, i've discovered that
the lever arm of the valve is frozen solid. immovable! any btdt's on this
one? i've soaked it in oil, but so far no movement.
        i'll be leaving for cincinatti on friday morning so i gave the car a
checkover and cleaned the battery terminals checked fluids and belts and
hoses etc. now the radio is totally dead. i can't even enter the code
because its dead. any ideas out there?
