Very wrong.  A passenger is also aware of what is going on around the
car, and will readily tolerate seconds or minutes of silence as the
driver deals with issues around the vehicle.

Someone on the end of the phone has no idea what other problems the
driver has to deal with, and carries no blethering and demanding
attention no matter what is happening.
