Either the bomb or leaking servo. To test the bomb, start the car, let it
idle for 2 minutes, then switch off. Keep depressing the brake pedal until
it gets hard. Less than 10 strokes means bad bomb.
To test the servo, remove the return line (the one going from the servo to
the reservoir) with engine running. Slow dripping is OK, but if the fluid
escapes in a continuous flow, the servo is leaking.
