4kq: behind the dash

Two problems behind my 87 4kq dash: my battery light never comes on, so I 
was hoping it was a blown bulb, turns out it wasn't. Anything else to try 
back here, all the other lights work OK. The troubleshooting in Bentley 
(27.16) suggests a number of things, but never mentions a light that 
*never* turns on (like mine). Shouldn't this light come on at some point, 
even if the alternator is faulty?

My odometer hasn't worked for some time (speedo is fine). I've heard 
mention that the problem is often a plastic collar near the dash/cable 
connecting point... is this on the cable, or the instrument pod? What's to 
be done with it?
