adjusting Parking Brake

My parking brake doesn't seem to work worth a dang but it has tension on
it.  It was pulling up way to far so I tightened the cable and 1,000 miles
later is doesn't work to well.  The spring plate is off the stop on both
colipers by about 1/4 inch when brakes are released.  Handle currently
goes up about 5-6 notches. 
	How can I get my E-Brake back.  Bently says if the plate is off
the stops when released to loosen adjusting nut but this will make my
E-Brake pull up to a 90 degree angle :)    ANy ideas?
