I think the cold start valve stops firing. There is a brief  awkward period
between initial start and warm engine were restarting  is difficult anyway.
This is not an issue with a normally operating engine of course.

My hunch is the electric heater in the fuel control pressure regulator
isn't getting juice or is burned out. If that is true, it won't get to
proper temp until the engine block is warm.
