No. The gritty, reflective paint on license plates, road paint, etc. is
full of tiny, spherical beads (cateye reflectors). These are very good
at reflecting light back where it came from, just like fog and dew.
Napoleon supposedly pointed out the slightly brighter halo around the
shadow of his head in the dewey grass, as evidence of his holiness.
Everyone else saw it only around their own head's shadow, but wishing to
keep their heads, kept quiet.
