Franco Ind. Verneer Pulleyf or CQ

I saw it installed on a CQ with a performance cam, Chip(unknown origin),
and a one way valve T'ed near the ECU to fool the ECU that boost is low, 
while it can still read vacume. Does it really work? This pully retards 
timing from +7 to -3 for total of 10 degrees.
