Need help with 90 2.3 10V's run on fan sensor

Hey all,
My 90 ('90 2.3 10V FWD automatic) seems to have a problem with the run on fan
sensor.  The run on fan is not coming on after shutdown.  I bought a new
sensor and it did not solve the problem.  Then I just connected the 2 wires of
the sensor, and it comes on after every shut down for the usual 10 minutes (or
so).  

So, I can't figure what's wrong, it has to be the sensor since the run on fan
works when I jump the 2 wires, but the new sensor doesn't seem to help....

Any thoughts?
