While I may not be able to clarify this, I'll give some more information.
There are two devices that activate the cold start valve; the thermo-time
switch, and the hot start pulse relay. When the car is cold started, the
thermo-time switch is closed and causes the injector to run constantly
for up to 6 seconds depending on temperature (according to Bentley's). In
the mid '80's another system was added to deal with bad hot starting due
to vapor lock, the hot start pulse relay. This relay is controlled by the
computer which takes it's signal from the temperature sensor. When the
car is started warm, the relay sends pulses to the cold start valve to
help in starting. These pulses vary according to temperature and last
only as long as the starter is engaged. Granted, after 6 seconds or less,
this has absoltutely nothing to do with your idle, I only brought the
subject up because you mentioned that you didn't detect any voltage at
the injector.
Have you checked the temperature sensor yet?
