I have run Boge TG on stock springs, Eibach springs, and H&R springs
on various CGTs (I am currently running TG+Eibach on my '85 CGT, my
brother is using TG+H&R on his '87.5 CGT).

The Boge TG struts on stock springs were fine.  They maintained the
stock ride height, and transient handling was much improved over the
worn-out original struts.

Boge TG with Eibach and H&R springs is, IMHO, a good match.  The
Eibach springs seem a little stiffer on initial travel than the H&R,
and ride quality is noticeably worse (typical performance tradeoff).
The H&R feel very comfortable for reasonable bumps and road
irregularities, but still approach the Eibach in performance when you
start pushing the car (the Eibach seem to have the edge at controlling
body roll).  Both sets of springs dislike speed bumps or other large
bumps in the road.

On the track I am glad I have the Eibachs, but the rest of the year
I would prefer to have the H&R.  If roads are a problem where your
brother-in-law lives, then I would suggest the H&R.  They feel close
enough to stock that most bumps won't bother him, and provide lots
of grin-factor in the turns.

I'll let Gary Erickson talk about his Bilstein setup...
